* sysdeps/alpha/Makefile [subdir elf]: Add -mno-fp-regs to
sysdep-CFLAGS so that _dl_runtime_resolve doesn't have to save them.
Add -mbuild-constants to CFLAGS-rtld.c to that we can bootstrap
without using literal data.
