MIPS: soft-fp NaN representation corrections

[BZ #15442 ] This adds support for the inverse interpretation of the
quiet bit of IEEE 754 floating-point NaN data that some processors
use. This includes in particular MIPS architecture processors; the
payload used for the canonical qNaN encoding is updated accordingly
so as not to interfere with the quiet bit.

C++11 thread_local destructors support

This feature is specifically for the C++ compiler to offload calling
thread_local object destructors on thread program exit, to glibc.
This is to overcome the possible complication of destructors of
thread_local objects getting called after the DSO in which they're
defined is unloaded by the dynamic linker. The DSO is marked as
'unloadable' if it has a constructed thread_local object and marked as
'unloadable' again when all the constructed thread_local objects
defined in it are destroyed.

Correct cacheline size to 32-bytes for ppc405 memset.S (bug 14595).
...
This patch also creates a version of memset.S for the ppc476 processor
which uses a 128-byte cacheline size for dcbz insns.
