Ulrich Drepper 3d5243d416 Implement execvpe. 
There is some existing practice in other OSes and it's trivial to
implement giving the existing code.  Fixes BZ #10221.

	arguments.

	exec_comm_child.
	(exec_comm_child): Can now be inlined.
