pinctrl: berlin: guard sub-directory with CONFIG_PINCTRL_BERLIN

CONFIG_PINCTRL_BERLIN is more suitable than CONFIG_ARCH_BERLIN
to guard the drivers/pinctrl/berlin/ directory.
