tipc: convert legacy nl link prop set to nl compat

Convert setting of link proprieties to compat doit calls.

Commands converted in this patch:
TIPC_CMD_SET_LINK_TOL
TIPC_CMD_SET_LINK_PRI
TIPC_CMD_SET_LINK_WINDOW
