irqchip/irq-goldfish-pic: Add Goldfish PIC driver

Add device driver for a virtual programmable interrupt controller

The virtual PIC is designed as a device tree-based interrupt controller.

The compatible string used by OS for binding the driver is
"google,goldfish-pic".
