Enable this to support the USB transceiver on Qualcomm 8x16 chipsets.
It handles PHY initialization, clock management, power management,
and workarounds required after resetting the hardware.
To compile this driver as a module, choose M here: the
module will be called phy-qcom-8x16-usb.
