dt-bindings: pinctrl: stm32: Fix 'st,syscfg' schema

The proper way to add additional contraints to an existing json-schema
is using 'allOf' to reference the base schema. Using just '$ref' doesn't
work. Fix this for the 'st,syscfg' property.
