nfsd: Fix an FS_LAYOUT_TYPES/LAYOUT_TYPES encode bug 

Currently we'll respond correctly to a request for either
FS_LAYOUT_TYPES or LAYOUT_TYPES, but not to a request for both
attributes simultaneously.
