drm/dsi: Add Turn On/Shutdown Peripheral command helpers

The MIPI_DSI_TURN_ON_PERIPHERAL and MIPI_DSI_SHUTDOWN_PERIPHERAL packets
are required for some panels, for example the Panasonic VVX10F034N00.
