tools/power turbostat: do not hard-code 25MHz crystal on SKX

Some SKX use a 24 MHz crystal, so do not hard code 25 MHz.

Also, SKX crystal is not exact, because SKX uses an EMI reduction
circuit that costs a fraction of a percent.
