clocksource/drivers: Rename CLOCKSOURCE_ACPI_DECLARE to TIMER_ACPI_DECLARE

The macro name is now renamed to 'TIMER_ACPI_DECLARE' for consistency
with the CLOCKSOURCE_OF_DECLARE => TIMER_OF_DECLARE change.
