ftrace: Move ftrace_filter_lseek out of CONFIG_DYNAMIC_FTRACE section

be moved out of the #ifdef CONFIG_DYNAMIC_FTRACE section as the
ftrace_pid_fops is defined when DYNAMIC_FTRACE is not.
