mm: introduce CONFIG_MEMCG_KMEM as combination of CONFIG_MEMCG && !CONFIG_SLOB

CONFIG_MEMCG && !CONFIG_SLOB pattern. Next patches add a little more
memcg+kmem related code, so let's keep the defines more clearly.
