ixgbe: return IXGBE_ERR_RAR_INDEX when out of range

Based on original patch from Shirley Ma <xma@us.ibm.com>
Return IXGBE_ERR_RAR_INDEX when RAR index is out of range, instead of
returning IXGBE_SUCCESS.
