microblaze: Add TRACE_IRQFLAGS_SUPPORT

There are just two major changes
Renamed local_irq functions to raw_local_irq in irq.c.
Added TRACE_IRQFLAGS_SUPPORT to Kconfig.debug.

Look at Documentation/irqflags-tracing.txt
