MIPS: ttyFDC: replace IRQF_NO_SUSPEND with IRQF_COND_SUSPEND

Since the FD interrupt handler can discern spurious IRQs and it is
shared with timer interrupt, use IRQF_COND_SUSPEND instead of
IRQF_NO_SUSPEND.
