thermal: core: make thermal_emergency_poweroff static 

Making thermal_emergency_poweroff static fixes sparse warning:

  drivers/thermal/thermal_core.c:6: warning: symbol
  'thermal_emergency_poweroff' was not declared. Should it be static?
