[PATCH] x86: Use RDTSCP for synchronous get_cycles if possible

RDTSCP is already synchronous and doesn't need an explicit CPUID.
This is a little faster and more importantly avoids VMEXITs on Hypervisors.

Also includes miscompilation fix by Eric Biederman
