drm/panel: Add driver for the Toppoly TD043MTEA1 panel

This panel is used on the OMAP3 Pandora.

The code is based on the omapdrm-specific panel-tpo-td043mtea1 driver.

  o (lcd == NULL) => (!lcd) (sam)
