drm/panfrost: Disable PM on probe failure 

Make sure to disable runtime PM again if probe fails after we've enabled
it. Otherwise, any subsequent attempt to re-probe starts triggering
"Unbalanced pm_runtime_enable!" assertions from the driver core.
