We do not want to require all the drivers using cfg80211 to need to do
this or to be prepared to handle these commands when the interface is
down.

Check that the used authentication type and reason code are valid here
so that drivers/mac80211 do not need to care about this. In addition,
remove the unnecessary validation of SSID attribute length which is
taken care of by netlink policy.

The functionality that NL80211_CMD_SET_MGMT_EXTRA_IE provided can now
be achieved with cleaner design by adding IE(s) into
NL80211_CMD_TRIGGER_SCAN, NL80211_CMD_AUTHENTICATE,
NL80211_CMD_ASSOCIATE, NL80211_CMD_DEAUTHENTICATE, and
NL80211_CMD_DISASSOCIATE.
Since this is a very recently added command and there are no known (or
known planned) applications using NL80211_CMD_SET_MGMT_EXTRA_IE and
taken into account how much extra complexity it adds to the IE
processing we have now (and need to add in the future to fix IE order
in couple of frames), it looks like the best option is to just remove
the implementation of this command for now. The enum values themselves
are left to avoid changing the nl80211 command or attribute numbers.

This patch adds new nl80211 commands to allow user space to request
authentication and association (and also deauthentication and
disassociation). The commands are structured to allow separate
authentication and association steps, i.e., the interface between
kernel and user space is similar to the MLME SAP interface in IEEE
802.11 standard and an user space application takes the role of the
SME.
The patch introduces MLME-AUTHENTICATE.request,
MLME-{,RE}ASSOCIATE.request, MLME-DEAUTHENTICATE.request, and
MLME-DISASSOCIATE.request primitives. The authentication and
association commands request the actual operations in two steps
(assuming the driver supports this; if not, separate authentication
step is skipped; this could end up being a separate "connect"
command).
The initial implementation for mac80211 uses the current
net/mac80211/mlme.c for actual sending and processing of management
frames and the new nl80211 commands will just stop the current state
machine from moving automatically from authentication to association.
Future cleanup may move more of the MLME operations into cfg80211.
The goal of this design is to provide more control of authentication and
association process to user space without having to move the full MLME
implementation. This should be enough to allow IEEE 802.11r FT protocol
and 802.11s SAE authentication to be implemented. Obviously, this will
also bring the extra benefit of not having to use WEXT for association
requests with mac80211. An example implementation of a user space SME
using the new nl80211 commands is available for wpa_supplicant.
This patch is enough to get IEEE 802.11r FT protocol working with
over-the-air mechanism (over-the-DS will need additional MLME
primitives for handling the FT Action frames).

Add new nl80211 event notifications (and a new multicast group, "mlme")
for informing user space about received and processed Authentication,
(Re)Association Response, Deauthentication, and Disassociation frames in
station and IBSS modes (i.e., MLME SAP interface primitives
MLME-AUTHENTICATE.confirm, MLME-ASSOCIATE.confirm,
MLME-REASSOCIATE.confirm, MLME-DEAUTHENTICATE.indicate, and
MLME-DISASSOCIATE.indication). The event data is encapsulated as the 802.11
management frame since we already have the frame in that format and it
includes all the needed information.
This is the initial step in providing MLME SAP interface for
authentication and association with nl80211. In other words, kernel code
will act as the MLME and a user space application can control it as the
SME.

When I added scanning to cfg80211, we got a lock dependency like this:
rtnl --> cfg80211_mtx
nl80211, on the other hand, has the reverse lock dependency:
cfg80211_mtx --> rtnl
which clearly is a bad idea. This patch reworks nl80211 to take these
two locks in the other order to fix the possible, and easily
triggerable, deadlock.

per wiphy so userspace has an idea what it can do -- this will be
required reading for userspace when we introduce auth/assoc /or/
connect for older hardware that cannot separate auth and assoc.

The scan capability added to cfg80211/nl80211 introduced a
dependency on nl80211 by cfg80211. We can thus no longer have
just cfg80211 without nl80211. Specifically, cfg80211_scan_done()
calls nl80211_send_scan_aborted() or nl80211_send_scan_done().
Now we remove the option for user to select nl80211. It will always
be compiled if user selects cfg80211.

NL80211_CMD_GET_MESH_PARAMS and NL80211_CMD_SET_MESH_PARAMS handlers
did not verify whether a function pointer is NULL (not supported by
the driver) before trying to call the function. The former nl80211
command is available for unprivileged users, too, so this can
potentially allow normal users to kill networking (or worse..) if
mac80211 is built without CONFIG_MAC80211_MESH=y.

For now we just send an event when we change regulatory domains.

This is not used as we can always just assume the first
regulatory domain set will _always_ be a static regulatory
domain. REGDOM_SET_BY_CORE will be the first request from
cfg80211 for a regdomain and that then populates the first
regulatory request.

"cfg80211: add assert_cfg80211_lock() to ensure proper protection"
added assert_cfg80211_lock() calls into various places. At least
one of them, nl80211_send_wiphy(), should not have been there. That
triggers the BUG_ON in assert_cfg80211_lock() and pretty much kills
the kernel whenever someone runs hostapd.. Remove that call and make
assert_cfg80211_lock() use WARN_ON instead of BUG_ON to be a bit more
friendly to users.

When devices are world roaming they cannot beacon or do active scan
on 5 GHz or on channels 12, 13 and 14 on the 2 GHz band. Although
we have a good regulatory API some cards may _always_ world roam, this
is also true when a system does not have CRDA present. Devices doing world
roaming can still passive scan, if they find a beacon from an AP on
one of the world roaming frequencies we make the assumption we can do
the same and we also remove the passive scan requirement.
This adds support for providing beacon regulatory hints based on scans.
This works for devices that do either hardware or software scanning.
If a channel has not yet been marked as having had a beacon present
on it we queue the beacon hint processing into the workqueue.
All wireless devices will benefit from beacon regulatory hints from
any wireless device on a system including new devices connected to
the system at a later time.

The current static world regulatory domain is too restrictive,
we can use some 5 GHz channels world wide so long as they do not
touch frequencies which require DFS. The compromise is we must
also enforce passive scanning and disallow usage of a mode of
operation that beacons: (AP | IBSS | Mesh)

We were not protecting last_request there is a small possible race
between an 11d hint and another routine which calls reset_regdomains()
which can prevent a valid country IE from being processed. This is
not critical as it will still be procesed soon after but locking prior
to it is correct.

Calling kobject_uevent_env() can fail mainly due to out of
memory conditions. We do not want to continue during such
conditions so propagate that as well instead of letting
cfg80211 load as if everything is peachy.
Additionally lets clarify that when CRDA is not called during
cfg80211's initialization _and_ if the error is not an -ENOMEM
its because kobject_uevent_env() failed to call CRDA, not because
CRDA failed. For those who want to find out why we also let you
do so by enabling the kernel config CONFIG_CFG80211_REG_DEBUG --
you'll get an actual stack trace.
So for now we'll treat non -ENOMEM kobject_uevent_env() failures as
non fatal during cfg80211's initialization.

If cfg80211 is built into the kernel there is perhaps a small
time window betwen nl80211_init() and regulatory_init() where
cfg80211_regdomain hasn't yet been initialized to let the
wireless core do its work. During that rare case and time
frame (if its even possible) we don't allow user regulatory
changes as cfg80211 is working on enabling its first regulatory
domain.
To check for cfg80211_regdomain we now contend the entire operation
using the cfg80211_mutex.

type a given hardware will give, so now it can implement
SIOCGIWRANGE itself, removing more wext stuff from mac80211.
Might need to be a little more parametrized once we have

Due to various bugs in the software stack we end up having
to fill qual.qual; level should be used, but wpa_supplicant
doesn't properly ignore qual.qual, NM should use qual.level
regardless of that because qual.qual is 0 but doesn't handle
IW_QUAL_DBM right now.
So fill qual.qual with the qual.level value clamped to
-110..-40 dBm or just the regular 'unspecified' signal level.
This requires a mac80211 change to properly announce the
max_qual.qual and avg_qual.qual values.

Scanned BSS entries are timestamped with jiffies, which doesn't
increment across suspend and hibernate. On resume, every BSS in the
scan list looks like it was scanned within the last 10 seconds,
irregardless of how long the machine was actually asleep. Age scan
results on resume with the time spent during sleep so userspace has a
clue how old they really are.

The TX/RX packet counters are needed to fill in RADIUS Accounting
attributes Acct-Output-Packets and Acct-Input-Packets. We already
collect the needed information, but only the TX/RX bytes were
previously exposed through nl80211. Allow applications to fetch the
packet counters, too, to provide more complete support for accounting.

This extends the NL80211_CMD_TRIGGER_SCAN command to allow applications
to specify a set of information element(s) to be added into Probe
Request frames with NL80211_ATTR_IE. This provides support for the
MLME-SCAN.request primitive parameter VendorSpecificInfo and can be
used, e.g., to implement WPS scanning.

When cfg80211 users have their own allocated data in the per-BSS
private data, they will need to free this when the BSS struct is

This patch adds basic scan capability to cfg80211/nl80211 and
changes mac80211 to use it. The BSS list that cfg80211 maintains
is made driver-accessible with a private area in each BSS struct,
but mac80211 doesn't yet use it. That's another large project.

This allows drivers to request strict regulatory settings to
be applied to its devices. This is desirable for devices where
proper calibration and compliance can only be gauranteed for
for the device's programmed regulatory domain. Regulatory
domain settings will be ignored until the device's own
regulatory domain is properly configured. If no regulatory
domain is received only the world regulatory domain will be
applied -- if OLD_REG (default to "US") is not enabled. If
OLD_REG behaviour is not acceptable to drivers they must
update their wiphy with a custom reuglatory prior to wiphy
registration.

This ensures that the initial REGDOM_SET_BY_CORE upon wiphy registration
respects the wiphy->custom_regulatory setting. Without this and if OLD_REG
is disabled (which will be default soon as we remove it) the
wiphy->custom_regulatory is simply ignored.

We ignore regulatory hints for the same alpha2 if we already
have processed the same alpha2 on the current regulatory domain.
For a driver regulatory_hint() this means we copy onto its
wiphy->regd the previously procesed regulatory domain from CRDA
without having to call CRDA again.

Since the standards only define 12 legacy rates, 32 is certainly
a sane upper limit and we don't need to use u64 everywhere. Add
sanity checking that no more than 32 rates are registered and
change the variables to u32 throughout.

A new nl80211 command, NL80211_CMD_SET_MGMT_EXTRA_IE, can be used to
add arbitrary IE data into the end of management frames. The interface
allows extra IEs to be configured for each management frame subtype, but
only some of them (ProbeReq, ProbeResp, Auth, (Re)AssocReq, Deauth,
Disassoc) are currently accepted in mac80211 implementation.
This makes it easier to implement IEEE 802.11 extensions like WPS and
FT that add IE(s) into some management frames. In addition, this can
be useful for testing and experimentation purposes.

We add support for multiple drivers to provide a regulatory_hint()
on a system by adding a wiphy specific regulatory domain cache.
This allows drivers to keep around cache their own regulatory domain
structure queried from CRDA.
We handle conflicts by intersecting multiple regulatory domains,
each driver will stick to its own regulatory domain though unless
a country IE has been received and processed.
If the user already requested a regulatory domain and a driver
requests the same regulatory domain then simply copy to the
driver's regd the same regulatory domain and do not call
CRDA, do not collect $200.

When CONFIG_CFG80211_REG_DEBUG is enabled and an intersection
occurs we are printing the regulatory domain passed by CRDA

This fixes two issues with the sanity check loop when processing
the country IE:
1. Do not use frequency for the current subband channel check,
this was a big fat typo.
2. Apply the 5 GHz 4-channel steps when considering max channel
on each subband as was done with a recent patch.

The country IE number of channels on 5 GHz specifies the number
of 5 GHz channels, not the number of sequential channel numbers.
For example, if in a country IEs if the first channel given is 36
and the number of channels passed is 4 then the individual channel
numbers defined for the 5 GHz PHY by these parameters
are: 36, 40, 44, 48
not: 36, 37, 38, 39

This fixes a regression on disallowing bands introduced with the new
802.11d support. The issue is that IEEE-802.11 allows APs to send
a subset of what a country regulatory domain defines. This was clarified
in this document:

As such it is possible, and this is what is done in practice, that a
single band 2.4 GHz AP will only send 2.4 GHz band regulatory information
through the 802.11 country information element and then the current
intersection with what CRDA provided yields a regulatory domain with
no 5 GHz information -- even though that country may actually allow
5 GHz operation. We correct this by only applying the intersection rules
on a channel if the the intersection yields a regulatory rule on the
same band the channel is on.

HT management is done differently for AP and STA modes, unify
to just the ->config() callback since HT is fundamentally a
PHY property and cannot be per-BSS.
Rename enum nl80211_sec_chan_offset as nl80211_channel_type to denote
the channel type ( NO_HT, HT20, HT40+, HT40- ).

In order to be consistent with NL80211_ATTR_POWER_RULE_MAX_EIRP,
change NL80211_FREQUENCY_ATTR_MAX_TX_POWER to use mBm and U32 instead
of dBm and U8. This is a userspace interface change, but the previous
version had not yet been pushed upstream and there are no userspace
programs using this yet, so there is justification to get this change in
as long as it goes in before the previous version gets out.

This adds API to cfg80211 to allow wireless drivers to inform
us if their firmware can handle regulatory considerations *and*
they cannot map these regulatory domains to an ISO / IEC 3166
alpha2. In these cases we skip the first regulatory hint instead
of expecting the driver to build their own regulatory structure,
providing us with an alpha2, or using the reg_notifier().

This adds country IE parsing to mac80211 and enables its usage
within the new regulatory infrastructure in cfg80211. We parse
the country IEs only on management beacons for the BSSID you are
associated to and disregard the IEs when the country and environment
(indoor, outdoor, any) matches the already processed country IE.
To avoid following misinformed or outdated APs we build and use
a regulatory domain out of the intersection between what the AP
provides us on the country IE and what CRDA is aware is allowed
on the same country.
A secondary device is allowed to follow only the same country IE
as it make no sense for two devices on a system to be in two
different countries.
In the case the AP is using country IEs for an incorrect country
the user may help compliance further by setting the regulatory
domain before or after the IE is parsed and in that case another
intersection will be performed.
CONFIG_WIRELESS_OLD_REGULATORY is supported but requires CRDA
present.

kobject_uevent_env() can return an error but it just tells us
if the uvent was built/sent or not, it doesn't tell us anything
about what happened in userspace, whether the udev rule was present
nor does it tell us if CRDA was present or not. So remove
the informative complaint about it assuming it will tell us
such things.
Note that you can determine if CRDA is present after loading cfg80211
by using:
is_old_static_regdom(cfg80211_regdomain)
but this doesn't account for possible user install after initial
boot, and also for when the user uses the static EU regulatory
domain.

account for unexpected REGDOM_SET_BY_*'s, lets just remove
the switch statement as this code does not change and

There are certain scenerios where we require intersecting
two regulatory domains. This adds intersection support.
When we enable 802.11d support we will use this to intersect
the regulatory domain from the AP's country IE and what our
regulatory agent believes is correct for a country.
This patch enables intersection for now in the case where
the last regdomain was set by a country IE which was parsed
and the user then wants to set the regulatory domain. Since
we don't support country IE parsing yet this code path will not
be hit, however this allows us to pave the way for 11d support.
Intersection code has been tested in userspace with CRDA.

This function has a few WARNs that may eventually trigger
when an AP sends rogue beacons, those must be removed. Some
of the comments in the function are also inappropriate as
this function is concerned with the global hint, not a per-
wiphy thing (which a multidomain flag on a wiphy would imply).
I'm convinced that we don't need to do anything to implement
multi-domain capability as 802.11-2007 specifies it because
it makes only two things mandatory:
* starting of BSS/IBSS must have country information
(this can easily be done with a mac80211 patch)
* a STA must adopt the country information (we already have
the framework for this)
But we don't have anything implemented anyway for now.

The code needs to be split out and cleaned up, so as a
first step remove the capability, to add it back in a
subsequent patch as a separate function. Also remove the
publically facing return value of the function and the
wiphy argument. A number of internal functions go from
being generic helpers to just being used for alpha2
setting.

The two new commands are NL80211_CMD_GET_MESH_PARAMS and
NL80211_CMD_SET_MESH_PARAMS. There is a new attribute enum,
NL80211_ATTR_MESH_PARAMS, which enumerates the various mesh configuration
parameters.
Moved struct mesh_config from mac80211/ieee80211_i.h to net/cfg80211.h.
nl80211_get_mesh_params and nl80211_set_mesh_params unpack the netlink messages
and ask the driver to get or set the configuration. This is done via two new
function stubs, get_mesh_params and set_mesh_params, in struct cfg80211_ops.

NLA_NESTED attributes cannot be empty, but we want to be able to
specify "no flags" (empty attribute) vs. "no change" (no attribute).
Therefore, remove the NLA_NESTED policy so it can work as an empty
attribute.
I guess I should have used a u32 for these flags instead, but we're
stuck with it now. Haven't noticed earlier because of a bug in iw...

The default for the regulatory compatibility option is wrong;
if you picked the default you ended up with a non-functional wifi
system (at least I did on Fedora 9 with iwl4965).
I don't think even the October 2008 releases of the various distros
has the new userland so clearly the default is wrong, and also
we can't just go about deleting this in 2.6.29...
Change the default to "y" and also adjust the config text a little to
reflect this.

When Luis added the static regdomains back he used +/-20
of the centre frequencies to account for 40MHz bandwidth
neglecting the fact that 40MHz bandwidth cannot be used
on the channels close to the allowed band edges.

This adds the new wireless regulatory infrastructure. The
main motiviation behind this was to centralize regulatory
code as each driver was implementing their own regulatory solution,
and to replace the initial centralized code we have where:
* only 3 regulatory domains are supported: US, JP and EU
* regulatory domains can only be changed through module parameter
* all rules were built statically in the kernel
We now have support for regulatory domains for many countries
and regulatory domains are now queried through a userspace agent
through udev allowing distributions to update regulatory rules
without updating the kernel.
Each driver can regulatory_hint() a regulatory domain
based on either their EEPROM mapped regulatory domain value to a
respective ISO/IEC 3166-1 country code or pass an internally built
regulatory domain. We also add support to let the user set the
regulatory domain through userspace in case of faulty EEPROMs to
further help compliance.
Support for world roaming will be added soon for cards capable of
this.

For now we leave an option to enable the old module parameter,
ieee80211_regdom, and to build the 3 old regdomains statically
(US, JP and EU). This option is CONFIG_WIRELESS_OLD_REGULATORY.
These old static definitions and the module parameter is being
scheduled for removal for 2.6.29. Note that if you use this
you won't make use of a world regulatory domain as its pointless.
If you leave this option enabled and if CRDA is present and you
use US or JP we will try to ask CRDA to update us a regulatory
domain for us.

It is obviously good for userspace to know up front which
interface modes a given piece of hardware might support (even
if adding such an interface might fail later because of
concurrency issues), so let's make cfg80211 aware of that.
For good measure, disallow adding interfaces in all other
modes so drivers don't forget to announce support for one mode
when they add it.

Current setup with hal and NetworkManager will fail to work
without newest hal version with this config option disabled.
Although this will solve itself by time, at the moment it is
dishonest to say that we don't know any software that uses it,
if there are many many people relying on old hal versions.

This change adds a new cfg80211 command, NL80211_CMD_SET_BSS, to allow
AP mode BSS parameters to be changed from user space (e.g., hostapd).
The drivers using mac80211 are expected to be modified with separate

Although I only tested similar code (I don't use any of this wireless
code), the state maintainance between Netlink dump callback invocations
seems wrong here and should lead to an endless loop. There are also other
examples in the same file which might have the same problem. Perhaps someone
can actually test this (or refute my logic).
Take the simple example with only one element in the list (which should fit
into the message):
1. invocation:
Start:
idx = 0, start = 0
Loop:
condition (++idx < start) => (1 < 0) => false
=> no continue, fill one entry, exit loop, return skb->len > 0
2. invocation:
Start:
idx = 0, start = 1
Loop:
condition (++idx < start) => (1 < 1) => false
=> no continue, fill the same entry again, exit loop, return skb->len > 0
3. invocation:
Same as 2. invocation, endless invocation of callback.
Also, iterations where the filling of an element fails should not be counted as
completed, so idx should not be incremented in this case.

device_rename only performs useful and race free validity
checking at the optional sysfs level so depending on it
for all of the validity checking in cfg80211_dev_rename
is racy.
Instead implement all of the needed validity checking
and locking in cfg80211_dev_rename.

When the driver registers a IEEE80211_BAND_2GHZ band,
it can either be 802.11b or 802.11g. But when 802.11b rates
are registered "want" will be 3 (since 4 rates are being registered,
and each of those 4 rates will decrease "want").
Since this is a correct situation, there is no need to trigger
a WARN_ON() for this.

In the rate API patch I accidentally reverted the test for
ERP rates, this fixes it. All rates except 1, 2, 5.5 and 11
MBit are ERP rates, not those.

This patch creates new cfg80211 wiphy API for channel and bitrate
registration and converts mac80211 and drivers to the new API. The
old mac80211 API is completely ripped out. All drivers (except ath5k)
are updated to the new API, in many cases I expect that optimisations
can be done.
Along with the regulatory code I've also ripped out the
IEEE80211_HW_DEFAULT_REG_DOMAIN_CONFIGURED flag, I believe it to be
unnecessary if the hardware simply gives us whatever channels it wants
to support and we then enable/disable them as required, which is pretty
much required for travelling.
Additionally, the patch adds proper "basic" rate handling for STA
mode interface, AP mode interface will have to have new API added
to allow userspace to set the basic rate set, currently it'll be
empty... However, the basic rate handling will need to be moved to
the BSS conf stuff.
I do expect there to be bugs in this, especially wrt. transmit
power handling where I'm basically clueless about how it should work.

After a station is added to the kernel's structures, userspace
has to be able to retrieve statistics about that station, especially
whether the station was idle and how much bytes were transferred
to and from it. This adds the necessary code to nl80211.

On 64-bit systems sizeof(struct ifreq) is 8 bytes larger than
sizeof(struct iwreq).
For GET calls, the wireless extension code copies back into userspace
using sizeof(struct ifreq) but userspace and elsewhere only allocates
a "struct iwreq". Thus, this copy writes past the end of the iwreq
object and corrupts whatever sits after it in memory.
Fix the copy_to_user() length.
This particularly hurts the compat case because the wireless compat
code uses compat_alloc_userspace() and right after this allocated
buffer is the current bottom of the user stack, and that's what gets
overwritten by the copy_to_user() call.

This changes the uevent buffer functions to use a struct instead of a
long list of parameters. It does no longer require the caller to do the
proper buffer termination and size accounting, which is currently wrong
in some places. It fixes a known bug where parts of the uevent
environment are overwritten because of wrong index calculations.

The problem: proc_net files remember which network namespace the are
against but do not remember hold a reference count (as that would pin
the network namespace). So we currently have a small window where
the reference count on a network namespace may be incremented when opening
a /proc file when it has already gone to zero.
To fix this introduce maybe_get_net and get_proc_net.
maybe_get_net increments the network namespace reference count only if it is
greater then zero, ensuring we don't increment a reference count after it
has gone to zero.
get_proc_net handles all of the magic to go from a proc inode to the network
namespace instance and call maybe_get_net on it.
PROC_NET the old accessor is removed so that we don't get confused and use
the wrong helper function.
Then I fix up the callers to use get_proc_net and handle the case case
where get_proc_net returns NULL. In that case I return -ENXIO because
effectively the network namespace has already gone away so the files
we are trying to access don't exist anymore.

This patch makes most of the generic device layer network
namespace safe. This patch makes dev_base_head a
network namespace variable, and then it picks up
a few associated variables. The functions:

dev_get_by_index
__dev_get_by_index

dev_ethtool

wireless_process_ioctl
were modified to take a network namespace argument, and
deal with it.
vlan_ioctl_set and brioctl_set were modified so their
hooks will receive a network namespace argument.
So basically anthing in the core of the network stack that was
affected to by the change of dev_base was modified to handle
multiple network namespaces. The rest of the network stack was
simply modified to explicitly use &init_net the initial network
namespace. This can be fixed when those components of the network
stack are modified to handle multiple network namespaces.
For now the ifindex generator is left global.
Fundametally ifindex numbers are per namespace, or else
we will have corner case problems with migration when
we get that far.
At the same time there are assumptions in the network stack
that the ifindex of a network device won't change. Making
the ifindex number global seems a good compromise until
the network stack can cope with ifindex changes when
you change namespaces, and the like.

This patch makes /proc/net per network namespace. It modifies the global
variables proc_net and proc_net_stat to be per network namespace.
The proc_net file helpers are modified to take a network namespace argument,
and all of their callers are fixed to pass &init_net for that argument.
This ensures that all of the /proc/net files are only visible and
usable in the initial network namespace until the code behind them
has been updated to be handle multiple network namespaces.
Making /proc/net per namespace is necessary as at least some files
in /proc/net depend upon the set of network devices which is per
network namespace, and even more files in /proc/net have contents
that are relevant to a single network namespace.

This patch removes a bunch of inline abuse from wext. Most functions
that were marked inline are only used once so the compiler will inline
them anyway, others are used multiple times but there's no requirement
for them to be inline since they aren't in any fast paths.

This patch creates the core cfg80211 code along with some sysfs bits.
This is a stripped down version to allow mac80211 to function, but
doesn't include any configuration yet except for creating and removing
virtual interfaces.
This patch includes the nl80211 header file but it only contains the
interface types which the cfg80211 interface for creating virtual
interfaces relies on.
