As reported by Alexey Dobriyan:

And sparse is damn right!
if (unlikely(!OPTION_TS & opts->options))
^^^
size += TCPOLEN_SACKPERM_ALIGNED;
OPTION_TS is (1 << 1), so condition will never trigger.
