The CONFIG_RCU_NOCB_CPU_ALL, CONFIG_RCU_NOCB_CPU_NONE, and CONFIG_RCU_NOCB_CPU_ZERO Kconfig options are used only in testing and are redundant with the rcu_nocbs= boot parameter.
