Add new config-devices.mak for each target We generate config-devices.h from there automatically. We need to do it in main Makefile, because we are going to need a main Makefile for them. Object file targets are added to Makefile.target using a newly introduced flag CONFIG_LIBDECNUMBER. The flag is added to the PowerPC targets (ppc[64]-linux-user, ppc[64]-softmmu).
