ppc/spapr: Don't call KVM_SVM_OFF ioctl on TCG

Invoking KVM_SVM_OFF ioctl for TCG guests will lead to a QEMU crash.
Fix this by ensuring that we don't call KVM_SVM_OFF ioctl on TCG.
