ps2: allow keycode translation for all scancode sets
Change ps2_put_keycode to get an untranslated scancode, which is translated if needed. As qemu_input_key_value_to_scancode() gives translated scancodes, untranslate them in ps2_keyboard_event first before giving them to ps2_put_keycode. Results are not changed, except for some keys in translated set 3.
