tests/vm: add vm-boot-{ssh,serial}-<guest> targets

For testing/troubleshooting convenience.

make vm-boot-serial-<guest>
  Boot guest, with the serial console on stdio.

make vm-boot-ssh-<guest>
  Boot guest, login via ssh.
