tests/docker: remove unnecessary filtering of $(DOCKER_IMAGES) 

Now that DOCKER_IMAGES is only defined after DOCKER_VIRTUAL_IMAGES is
complete, there is no need to re-filter DOCKER_IMAGES against it.
