s390-ccw: update libc

Moved:
memcmp from bootmap.h to libc.h (renamed from _memcmp)
strlen from sclp.c to libc.h (renamed from _strlen)

Added C standard functions:
  isdigit

Added non C-standard function:
  uitoa
  atoui
