8228e353d8 chardev: move headers to include/chardev 
So they are all in one place. The following patch will move serial &
parallel declarations to the respective headers.

541815ff7f char-win: close file handle except with console 
Only the console handle shouldn't be closed, however, the "file" handle
should.
