The tests that are already tagged with "cpu:VALUE" don't need to add
"-cpu VALUE" to the list of arguments of the vm object because the avocado_qemu
framework is able to handle it automatically.

There are test cases on machine_mips_malta.py and tcg_plugins.py files
where the cpu tag does not correspond to the value actually given to the QEMU
binary. This fixed those tests tags.

The insn plugin has a simple heuristic to detect if an instruction is
detected running twice in a row. Check the plugin log after the run
and pass accordingly.

This is just a simple test to count the instructions executed by a
kernel. However a later test will detect a failure condition when
icount is enabled.
