30b04f8711 pcie: correct mistaken register bit for End-End TLP Prefix Blocking 
from pcie spec 7.8.17, the End-End TLP Prefix Blocking bit local
is 15(e.g. 0x8000) in device control 2 register.

f23b6bdc3c hw/pcie: implement power controller functionality 
It is needed by hot-unplug in order to get an indication
from the OS when the device can be physically detached.

0d09e41a51 hw: move headers to include/ 
Many of these should be cleaned up with proper qdev-/QOM-ification.
Right now there are many catch-all headers in include/hw/ARCH depending
on cpu.h, and this makes it necessary to compile these files per-target.
However, fixing this does not belong in these patches.
