This patch introduces cpu_set_fpuc() function, which changes fpuc field
of the CPU state and calls update_fp_status() function.
These calls update status of softfloat library and prevent bugs caused
by non-coherent rounding settings of the FPU and softfloat.

With the next patch, these need to be correct or VM86 tasks
have the wrong CPL. The flags are basically what the Intel VMX
documentation say is mandatory for entry into a VM86 guest.
For consistency, SMM ought to have the same flags except with
CPL=0.

This avoids polluting the global namespace with a non-prefixed macro and
makes it obvious in the call sites that we return.
Semi-automatic conversion using, e.g.,
sed -i 's/GET_REGL(/return gdb_get_regl(mem_buf, /g' target-*/gdbstub.c
followed by manual tweaking for sparc's GET_REGA() and Coding Style.
