Paolo Bonzini 64ed6f92ff meson: link emulators without Makefile.target 
The binaries move to the root directory, e.g. qemu-system-i386 or
qemu-arm.  This requires changes to qtests, CI, etc.

Paolo Bonzini f556b4a10d meson: plugins 
For now link arguments end up in Makefile.target, they will move to the
right place soon.
