Peter Maydell 0430891ce1 hw: Clean up includes 
Clean up includes so that osdep.h is included first and headers
which it implies are not included manually.

Corey Minyard 8bfffbccad ipmi: Add a local BMC simulation 
This provides a minimal local BMC, basically enough to comply with the
spec and provide a complete watchdog timer (including a sensor, SDR,
and event).
