Knut Omang db891a9ba3 pcie: Add a simple PCIe ACS (Access Control Services) helper function
Implementing an ACS capability on downstream ports and multifunction
endpoints indicates isolation and IOMMU visibility to a finer
granularity. This creates smaller IOMMU groups in the guest and thus
more flexibility in assigning endpoints to guest userspace or an L2
guest.

Stefan Hajnoczi 786a4ea82e Convert (ffs(val) - 1) to ctz32(val)
This commit was generated mechanically by coccinelle from the following
semantic patch:

@@
expression val;
@@
- (ffs(val) - 1)
+ ctz32(val)

The call sites have been audited to ensure the ffs(0) - 1 == -1 case
never occurs (due to input validation, asserts, etc). Therefore we
don't need to worry about the fact that ctz32(0) == 32.

Paolo Bonzini 0d09e41a51 hw: move headers to include/
Many of these should be cleaned up with proper qdev-/QOM-ification.
Right now there are many catch-all headers in include/hw/ARCH depending
on cpu.h, and this makes it necessary to compile these files per-target.
However, fixing this does not belong in these patches.
