Some minor line order is corrected in .mailmap to be alphabetical,

The two files are not interchangeable but a change to one *might*
require a change to the other so lets flag that up with an explanation
of what both files are trying to achieve. While we are at it document
the many forms .mailmap can take in the header.

All of these emails have a least 1 commit with utf8/latin1 encoding
issue, or one with no author name.
When there are multiple commits, keep the author name the most used.

Our mailmap currently has 4 sections somehow documented.
Reorder few entries not related to "addresses from the original
git import" into the 3rd section, and add a comment to describe
it.

The list did not author any patches, but it does rewrite the
'From:' header of messages sent from any domain with restrictive
SPF policies that would otherwise prevent the message from reaching
all list recipients. If a maintainer is not careful to undo the
list header rewrite, and the author did not include a manual
'From:' line in the body to fix the munged header, then 'git am'
happily attributes the patch to the list. Add some mailmap
entries to correct the few that have escaped our attention; while
we also work on improving the tooling to catch the problem in
the future before a merge is even made.
Also improve the comments occurring in the file, including line
length improvements.

Update my email address from paul.burton@imgtec.com to
paul.burton@mips.com, since MIPS will soon no longer be a part of
Imagination Technologies & as such the @imgtec.com address will soon
cease to function.
A mapping is added in .mailmap such that git reports the new @mips.com
address, and get_maintainer.pl in turn reports it when examining git
history. Whilst here add a mapping for my also-defunct
paul@archlinuxmips.org email address too.
