Introduce an sccb_mask_t to be used for SCLP event masks instead of just
unsigned int or uint32_t. This will allow later to extend the mask with
more ease.

A TYPE_SCLP_CPU_HOTPLUG device for handling cpu hotplug events
is already created by the sclp event facility. Adding a second
TYPE_SCLP_CPU_HOTPLUG device via -device sclp-cpu-hotplug creates
an ambiguity in raise_irq_cpu_hotplug(), leading to a crash once
a cpu is hotplugged.
To fix this, disallow creating a sclp-cpu-hotplug device manually.

Let's get rid of this strange local variable + irq logic and
work directly on the QOM. (hint: what happens if two such devices
are created?)
We could introduce proper QOM class + state for the cpu hotplug device,
however that would result in too much overhead for a simple
"trigger_signal" function.
Also remove one unnecessary class function initialization.

Sort the sclp consoles into the input category, just as virtio-serial.
Various other sclp devices don't have an obvious category, sort them
into misc.

Add an sclp event for "cpu was hot plugged". This allows Qemu to deliver an
SCLP interrupt to the guest stating that the requested cpu hotplug was
completed.
