We use the user_ss[] array to hold the user emulation sources,
and the softmmu_ss[] array to hold the system emulation ones.
Hold the latter in the 'system_ss[]' array for parity with user
emulation.

These way we can make them atomic and use this functions from any
place. I also moved all functions that use rate_limit to
migration-stats.
Functions got renamed, they are not qemu_file anymore.
qemu_file_rate_limit -> migration_rate_exceeded
qemu_file_set_rate_limit -> migration_rate_set
qemu_file_get_rate_limit -> migration_rate_get
qemu_file_reset_rate_limit -> migration_rate_reset

We don't allow to use x-colo capability when replication is not
configured. So, no reason to build COLO when replication is disabled,
it's unusable in this case.
Note also that the check in migrate_caps_check() is not the only
restriction: some functions in migration/colo.c will just abort if
called with not defined CONFIG_REPLICATION, for example:
migration_iteration_finish()
case MIGRATION_STATUS_COLO:
migrate_start_colo_process()
colo_process_checkpoint()
abort()
It could probably make sense to have possibility to enable COLO without
REPLICATION, but this requires deeper audit of colo & replication code,
which may be done later if needed.

Commit 8118f0950f "migration: Append JSON description of migration
stream" needs a JSON writer. The existing qobject_to_json() wasn't a
good fit, because it requires building a QObject to convert. Instead,
migration got its very own JSON writer, in commit 190c882ce2 "QJSON:
Add JSON writer". It tacitly limits numbers to int64_t, and strings
contents to characters that don't need escaping, unlike
qobject_to_json().
The previous commit factored the JSON writer out of qobject_to_json().
Replace migration's JSON writer by it.
