This patch fixes a race condition and test failure where the main process
waits for the signal of a thread but the thread already sent that signal
via a condition. Since these signals are non-sticky, we need to introduce a
separate variable to make this signal sticky.

No need to close the TPM data socket on the emulator end, qemu will
close it after a SHUTDOWN. This avoids a race between close() and
read() in the TPM data thread.

Move the TPM TIS related register and flag #defines into
include/hw/acpi/tpm.h for access by the test case.
Write a test case that covers the TIS functionality.
Add the tests cases to the MAINTAINERS file.
