The various TARGET_cpu_list() take an fprintf()-like callback and a
FILE * to pass to it. Their callers (vl.c's main() via list_cpus(),
bsd-user/main.c's main(), linux-user/main.c's main()) all pass
fprintf() and stdout. Thus, the flexibility provided by the (rather
tiresome) indirection isn't actually used.
Drop the callback, and call qemu_printf() instead.
Calling printf() would also work, but would make the code unsuitable
for monitor context without making it simpler.

As far as I can tell tlb_flush does not need to be called
this early. tlb_flush is eventually called after the CPU
has been realized.
This change paves the way to the introduction of tlb_init,
which will be called from cpu_exec_realizefn.

Unify half a dozen copies of very similar code (the only difference being
whether comparisons were case-sensitive) and use it also in Tricore,
which did not do any sorting of CPU model names.

Introduce ALPHA_CPU_TYPE_NAME macro to replace rather ununique
TYPE macro that alpha uses. With new macro it will follow
the same naming convention as other targets.
While at it put scattered TypeInfo into one array which places
type desriptions at one place and reduces code a bit.

Switch the alpha target from the old unassigned_access hook
to the new do_transaction_failed hook. This allows us to
resolve a ??? in the old hook implementation.
The only part of the alpha target that does physical
memory accesses is reading the page table -- add a
TODO comment there to the effect that we should handle
bus faults on page table walks. (Since the palcode
doesn't actually do anything useful on a bus fault anyway
it's a bit moot for now.)

cpu_alpha_init() used to provide default fallback if invalid
(i.e. non existent) cpu_model were provided.
dp264 machine provides its own default so sole user of fallback
is [bsd|linux]-user targets which specifies 'any' cpu model that
fallbacks to "ev67" in cpu_alpha_init(). Push fallback handling
into alpha_cpu_class_by_name() and replace cpu_alpha_init() with
cpu_generic_init().

The flags are arranged such that we can manipulate them either
a whole, or as individual bytes. The computation within
cpu_get_tb_cpu_state is now reduced to a single load and mask.

We have never has the concept of global TLB entries which would avoid
the flush so we never actually use this flag. Drop it and make clear
that tlb_flush is the sledge-hammer it has always been.

We've currently got 18 architectures in QEMU, and thus 18 target-xxx
folders in the root folder of the QEMU source tree. More architectures
(e.g. RISC-V, AVR) are likely to be included soon, too, so the main
folder of the QEMU sources slowly gets quite overcrowded with the
target-xxx folders.
To disburden the main folder a little bit, let's move the target-xxx
folders into a dedicated target/ folder, so that target-xxx/ simply
becomes target/xxx/ instead.
