Igor Mammedov 2897ae0267 qdev:pci: refactor PCIDevice to use generic "hotpluggable" property ...

Get rid of PCIDevice specific PCIDeviceClass.no_hotplug and use
generic DeviceClass.hotpluggable field instead.
