In my "build everything" tree, changing migration/vmstate.h triggers a recompile of some 2700 out of 6600 objects (not counting tests and objects that don't depend on qemu/osdep.h). hw/hw.h supposedly includes it for convenience. Several other headers include it just to get VMStateDescription. The previous commit made that unnecessary. Include migration/vmstate.h only where it's still needed. Touching it now recompiles only some 1600 objects. This may break some applications. The are two problematic cases:
(a) A driver feeds data into the TX FIFO until it is full,

and only then drains the RX FIFO. On real hardware the CPU can

feed data fast enough that the RX fifo never gets chance to overflow.

(b) A driver transmits data, deliberately allowing the RX FIFO to

overflow because it ignores the RX data anyway.

We choose to support (a) by stalling the transmit engine if it would

cause the RX FIFO to overflow. In practice much transmit-only code

falls into (a) because it flushes the RX FIFO to determine when
