Ani Sinha fc7c144b23 acpi/tests/avocado/bits: import smilatency test from bits in order to disable it 
Add smilatency test script in the bits avocado tests from bios-bits. No changes
have been made to the original test script. The test will be disabled in the
subsequent patch.

Integration tests using the Avocado Framework

This directory contains integration tests. They're usually higher
level, and may interact with external resources and with various
guest operating systems.
