Rollup merge of #68422 - Centril:diverges-simplify, r=eddyb

typeck: simplify the handling of `diverges`

Some drive-by cleanup while working on `hir::ExprKind::Let`.
Ostensibly, this has some perf benefits due to reduced allocation and whatnot as well.
