rollup merge of #22112: mbudde/std-cell-doc-fix

Replace links to `../index.html` with `index.html` as they are linking to the `std` module and not `std::cell` as intended.

See for example [RefCell documentation](http://doc.rust-lang.org/std/cell/struct.RefCell.html).
