b980f22877 mk: Move disable-jemalloc logic into makefiles
The `--disable-jemalloc` configure option has a failure mode where it will
create a distribution that is not compatible with other compilers. For example
the nightly for Linux will assume that it will link to jemalloc by default as
an allocator for executable crates. If, however, a standard library is used
which was built via `./configure --disable-jemalloc` then this will fail
because the jemalloc crate wasn't built.

While this seems somewhat reasonable as a niche situation, the same mechanism is
used for disabling jemalloc for platforms that just don't support it. For
example if the rumprun target is compiled then the sibiling Linux target *also*
doesn't have jemalloc. This is currently a problem for our cross-build nightlies
which build many targets. If rumprun is also built, it will disable jemalloc for
all targets, which isn't desired.

This commit moves the platform-specific disabling of jemalloc as hardcoded logic
into the makefiles that is scoped per-platform. This way when configuring
multiple targets **without the `--disable-jemalloc` option specified** all
targets will get jemalloc as they should.

2766e254b1 Rename error-index-generator to error_index_generator
This is because the tool compiler passes the name of the tool
as a command line `--cfg`. The improved session config parser
is stricter and no longer permits invalid meta items (such as
"error-index-generator").

ea798b9e25 Fix --libdir installs
Rather than modifying the installer to disable directory rewriting,
this patch modifies the directory structure passed to the installer so
that the rewriting gives the correct results.  This means that if a
non-standard --libdir is passed to configure then the same --libdir
option (relative to the --prefix) must be passed to the install
script.  In the `make install` case this is handled automatically.
Binary distributions are generally generated using the default
--libdir and then have paths optionally rewritten by the installer,
which should continue to work.

This has the advantage of not complicating the installer interface
intended for end-user use.

This is to handle the case where CFG_LIBDIR is not a direct child of
CFG_PREFIX (in other words, where CFG_LIBDIR_RELATIVE has more than
one component).

2199d18e50 mk: Split out a standard library package
This commit splits out the standard library from the current 'rustc' package
into a new 'rust-std' package. This is the basis for the work on easily
packaging compilers that can cross-compile to new targets.

6fee2690cf mk: Tweak the LIB_GLOB for MSVC
Right now the distribution tarball for MSVC only includes the *.dll files for
the supporting libraries, but not the corresponding *.lib files which allow
actually linking to the dll. This means that the current MSVC nightlies cannot
produce dynamically linked binaries as the *.lib files are not available to link
against.

This commit modifies the `LIB_GLOB` used to copy the files around to include the
`lib` variant of the `dll`.

cb3071b273 mk: Update make dist for MSVC targets
This commit updates the `dist` target for MSVC to not build the mingw components
and to also ensure that the `llvm-ar.exe` binary is ferried along into the right
location for installs.

looks for morestack.lib and compiler-rt.lib by default, so we need to install
these with the correct name

cd980b3bee mk: Add support for musl-based builds
This commit adds support to the makefiles, configuration script, and build
system to understand MUSL. This is broken up into a few parts:

* Any target of the form `*-musl` requires the `--musl-root` option to
  `./configure` which will indicate the root of the MUSL installation. It is
  also expected that there is a libunwind build inside of that installation
  built against that MUSL.

* Objects from MUSL are copied into the build tree for Rust to be statically
  linked into the appropriate Rust library.

* Objects for binary startup and shutdown are included in each Rust installation
  by default for MUSL. This requires MUSL to only be installed on the machine
  compiling rust. Only a linker will be necessary for compiling against MUSL on
  a target machine.

Eventually a MUSL and/or libunwind build may be integrated by default into the
build but for now they are just always assumed to exist externally.

16a6ebd1f6 "The Rust Programming Language"
This pulls all of our long-form documentation into a single document,
nicknamed "the book" and formally titled "The Rust Programming
Language."

A few things motivated this change:

* People knew of The Guide, but not the individual Guides. This merges
  them together, helping discoverability.
* You can get all of Rust's longform documentation in one place, which
  is nice.
* We now have rustbook in-tree, which can generate this kind of
  documentation. While its style is basic, the general idea is much
  better: a table of contents on the left-hand side.
* Rather than a almost 10,000-line guide.md, there are now smaller files
  per section.

efec34a95a mk: Change windows to install from stage2
In the past, windows was installed from stage3 to guarantee convergence between
the host and target artifacts, but syntax extensions on all platforms are
currently relying on convergence, so special casing this one platform has become
less relevant over time.

This will also have the added benefit of dealing with  and . These
issues will be closed after next next nightly is confirmed to fix them.

3cf0b9bd11 mk: Don't install host rlibs
You rarely want to statically link against librustc and friends, so there's no
real reason to install the rlib version of these libraries, especially because
the rlibs are massive.

4cd8bdc969 mk: Add prepare.mk
This is a slightly more generic rewrite of install.mk. Currently
used for nothing, but we'll base all the binary distributables off it.
