Rollup merge of #76839 - lzutao:mips-asm, r=Amanieu 
Add asm! support for MIPS

For now, I only add support for mips32.
mips64 may come in future PRs if I could learn more about the target.

librustc_target contains some very low-level details that are specific to different compilation targets and so forth.
