Update section merge test.

* testsuite/ld-elf/flags1.d (readelf): Dump section header instead
	program headers.
	(xfail): Remove avr-*-*.
	Update regex to check the section flags.
	* testsuite/ld-elf/merge.d (xfail): Remove avr-*-*.
